The CT DPH Commissioner has signed the orders for implementation of signatures by health care providers for home care orders to include nurse practitioners and physician assistants. Go to

  • Limitations: Signatures can be done electronically---stamped signatures are not allowed
  • APRNS  and PAs who sign for home health must have an NPI and be both PECOS enrolled and CMAP enrolled (if serving Medicaid)

Latest development: CMS made it very clear with its interim rule--Interim Final Rule with Comment (CMS-5531-IFC). The IFC revises statute and regulation to include physician assistants, nurse practitioners, and clinical nurse specialists as individuals who can certify the need for home health services and other services. THESE CHANGES ARE PERMANENT, AND APPLICABLE TO SERVICES PROVIDED ON OR AFTER MARCH 1, 2020.
